Cold Lake city council has approved updates to its Seniors Homeowner Rebate Policy, continuing a streamlined system that automatically applies tax relief to eligible residents.

The policy, in place since 2007, provides a $100 property tax rebate to low-income seniors who own homes in the community.

Council approved moving forward with a data-sharing agreement with the Province of Alberta, allowing the City to identify eligible seniors without requiring them to apply.

Program sees major increase in participation

Administration told council the updated process, introduced in 2022 and expanded in 2023, has significantly increased participation by removing barriers for seniors.

“From the administrative perspective the program is working very well,” administration said.

“It’s reduced red tape and reduced the requirement for seniors to have to apply to request the rebate, which makes it a lot simpler administratively but also better for the benefit of seniors within the community.”

Participation in the program has grown sharply:

  • 22 participants in 2022
  • 62 participants in 2023
  • 62 participants in 2024
  • 72 participants in 2025

By comparison, between 2018 and 2021, the program had just 8 participants, with less than $800 in rebates issued over that period.

Automatic rebates through provincial data sharing

Under the agreement, the Province provides the City with a list of residents who qualify for the Alberta Seniors Benefit, allowing the rebate to be applied directly to their municipal tax bill.

“With that list of seniors who qualified, the city would be able to automatically apply the $100 tax rebate to the tax bill for the qualifying seniors within the community,” administration said.

The change eliminates the need for seniors to apply and ensures more eligible residents receive the benefit.

Designed to reduce barriers for seniors

The program was restructured in 2022 to simplify access, including:

  • Setting a flat $100 rebate
  • Removing the requirement for year-over-year tax increases
  • Expanding eligibility

The City has allocated $6,500 in the 2026 budget for the program.

Council supported continuing the agreement, allowing the automated rebate system to remain in place.
