A major federal defence investment tied to the arrival of Canada’s F-35 fighter jets is expected to significantly reshape the Lakeland region, with local MLA Scott Cyr raising both the opportunities and challenges in the Alberta Legislature earlier this month.
Speaking during Question Period on March 11, Cyr highlighted the scale of upgrades coming to 4 Wing Cold Lake, calling it one of the most significant investments the region has seen.
The modernization is expected to bring billions of dollars into the area, along with thousands of jobs tied to construction, engineering, technology and skilled trades.
“This represents one of the most significant defence investments our region has ever seen,” Cyr said in the Legislature.
Economic boost across the Lakeland
The expansion is expected to create widespread opportunity for local contractors, apprentices and businesses across Bonnyville, Cold Lake, St. Paul and surrounding communities.
Cyr pointed to the potential for residents to build long-term careers close to home while supporting national defence.
“The expansion at 4 Wing Cold Lake will require a significant number of skilled workers… This creates opportunities for local businesses and for Albertans who want to build their careers here at home,” he said.
Beyond jobs, the investment reinforces Cold Lake’s role as one of Canada’s key fighter jet training and operational bases, while strengthening the broader regional economy.
Communities urged to prepare for growth
Alongside the economic upside, Cyr warned that communities need to be ready for rapid population growth tied to the project.
“When thousands of workers and their families arrive… communities must be ready,” he said.
That includes pressure on:
- Housing availability
- Healthcare access
- Schools
- Core infrastructure
Municipalities across the region, including Cold Lake and the MD of Bonnyville, are expected to play a key role in planning for that growth.

Cyr also noted disruptions during his remarks, saying members of the opposition were “loudly jeering” during the discussion, prompting the Speaker to step in.
“It is disappointing to see that kind of disrespectful behaviour when we are discussing a project that will bring jobs, investment, and long-term opportunity to Alberta communities,” he said.

Cyr said the investment will require coordination between multiple levels of government, local municipalities and Indigenous communities to ensure the region is prepared.
“Our region has long played a vital role in defending Canada… As this next chapter unfolds, I will continue advocating to ensure our communities receive the infrastructure, services, and support necessary to grow alongside this historic investment,” he said.
He also emphasized the importance of military families in the region, noting their ongoing contributions to local communities.
