Cold Lake man arrested after breaking multiple conditions

On Sept. 6, 2019 Cold Lake RCMP were advised that a male breached a court order.

On Sept. 10, 2019 Cold Lake RCMP were able to locate and arrest the male. During the arrest the male resisted when officers were trying to stop him from fleeing on foot.

Douglas Charland (42) of Cold Lake was charged with breach of a peace bond, breach of a Recognizance and resisting arrest.

He was remanded into custody after a judicial hearing and will be appearing in Cold Lake Provincial Court on Sept. 17, 2019.

Previous Charges

Charland was on conditions stemming from multiple incidents earlier in the year.

On June 18, 2019, Cold Lake RCMP and RCMP General Investigations Section (GIS) conducted a search warrant on the property of Douglas Charland (43) located near the Cold Lake Air Weapon’s Range. Police officers recovered stolen property valued at over one quarter of a million dollars ($250,000.00). T

he police seized four pickup trucks, two utility trailers, some heavy machinery, a backhoe, and a travel trailer. All of these items had been stolen from nine different individuals/companies located in various surrounding communities spanning as far as Edmonton, Alberta.

On June 20, 2019, Charland was arrested by Edson RCMP in connection to a break and enter.  He was charged with multiple offences including break and enter, possession of stolen motor vehicle over $5000, mischief over $5000 and breaching conditions.

Cold Lake RCMP GIS was informed of his apprehension and laid nine additional charges stemming from the search warrant executed on June 18, 2019 for possession of stolen property over $5000 and altering/destroying/removing of a Vehicle Identification Number.

Previous failures to comply

This isn’t the first time Charland failed to comply with conditions. In May RCMP were looking for Charland after he failed to comply with conditions

2016 Backhoe theft

In February of 2016, Cold Lake RCMP arrested Charland in relation to the theft of a $160,000.00 backhoe, stolen from the City of Cold Lake.

On February 3, 2016, Cold Lake RCMP attended a rural lease site in relation to an unrelated investigation, involving a stolen lease operator steamer, valued at approximately $245,000.00, for the truck, van body and equipment.  Damage to the lease operator steamer is estimated as very extensive and had recently been stolen from Bonnyville, Alberta.

Cold Lake RCMP arrested and charged 39 year-old Douglas Brian Charland of Cold Lake, who was caught with the stolen property.  Douglas Charland faces two charges of possession of property obtained by crime over $5000, mischief over $5000, possession of a weapon for a dangerous purpose, break and enter and theft over $5000, unauthorized use of a credit card and theft and misuse of a credit card.

The break and enter and theft stems from a break and enter to JD Collision on October 15, 2015, where a truck was stolen from the secure compound.  The unauthorized use and theft of a credit card relates to the use of a gas card belonging to Seven Lakes Oilfield.

This was a significant arrest for Cold Lake Detachment, as Douglas Charland has been responsible for several high profile and significant property crime investigations.
