Cold Lake Man Arrested on Outstanding Warrant

Cold Lake RCMP have arrested and charged 41 year old Kelly Joseph George Janvier, of Cold Lake, after an arrest warrant was recently issued for his arrest.
On September 28, 2016, during the afternoon, Cold Lake RCMP were called to a Break and Enter to a residence on Range Road 414 where a 2013 white Chevrolet Silverado had been stolen.  An RCMP investigation resulted in the attempted traffic stop of the stolen truck later that night.  Kelly Janvier, the driver, rammed the police vehicle that was attempting to stop him.  Kelly Janvier then fled the area at a high rate of speed and failed to stop for RCMP.  The stolen truck was later recovered.
As a result of this incident, Kelly Janvier has been charged with:
  • Possession of Property Obtained by Crime Over $5000.00.
  • Assaulting a Police Officer.
  • Obstructing a Police Officer.
  • Flight While Being Pursued by a Police Officer.
  • Dangerous Operation of a Motor Vehicle.
  • Failing to Comply with a Recognizance.
  • Operating a Motor Vehicle Without Insurance.
Early this morning, Cold Lake RCMP arrested Kelly Janvier following another stolen vehicle complaint.  Kelly Janvier was again found in breach of his recognizance and has also been charged with:
  • Failing to Comply With a Recognizance x 2.
The Recognizance stems from a July 15, 2016, incident where charges of Assault, Forcible Confinement and Uttering Threats were laid.  These charges are still before the courts.  Kelly Janvier has been remanded into custody and will be next appearing via CCTV at Cold Lake Provincial Court, on Wednesday, October 26, 2016, at 10:00 a.m.

Background Case 1

On July 15th, just before noon, Cold Lake RCMP received a complaint from a female that she was in danger, in the Cold Lake First Nations. RCMP attended, but she was no longer there. “The investigation revealed that the victim was with three other individuals inside a vehicle, who were causing her to feel unsafe,” explains S/Sgt of the Cold Lake Detachment, Jeremie Landry. “There was also an investigation after finding the victim, later on in the evening, that she was threatened, assaulted and confined against her will by three individuals.”

Two of the individuals believed to be involved have been arrested and charged with assault and forcible confinement. 24 year old Tessa Urlacher was released on $1500 no cash bail and 28 year old Charmaine Sharphead  has been remanded. Both will appear in court July 27th.

A warrant for the arrest of a Cold Lake First Nations man, Kelly Joseph George Janvier has been issued for assault, forcible confinement and uttering threats.

Background Case 2

The Cold Lake RCMP have arrested two wanted men in the last week, with one common connection, a 24 year old female from Cold Lake. RCMP have located, arrested and charged, 29 year old Cody Raymond White, of Cold Lake, and 41 year old, Kelly Joseph George Janvier, of Cold Lake First Nations.

White was wanted in connection to a June 29th theft of a motor vehicle. The 29 year old was observed operating a stolen vehicle, near Tim Hortons north. When police arrived on the scene, White backed into a witnesses vehicle, in an attempt to escape and fled the scene; police have been looking for him since. White was charged with possession of stolen property over $5000, causing a police pursuit, dangerous operation of a motor vehicle and operating a motor vehicle while disqualified.

On August 4th, Cold Lake RCMP caught up with the suspect at Marie Lake, where he was found inside a stolen vehicle, with a 24 year old, female accomplice. The female was arrested and charged. White was also arrested and searched. Found on his person were keys to another stolen vehicle and an undetermined controlled substance. White has been charged with five additional counts; including possession of stolen property over $5000 x 2 (vehicle & keys to second vehicle), breach of probation, resisting arrest and possession of a controlled substance. White was remanded into custody after appearing in Cold Lake Provincial Court via CCTV.

Six days later, on August 10th, Cold Lake RCMP caught up with another wanted man, Kelly Joseph George Janvier. Janvier was charged in connection to an incident from July 15th, where a female was allegedly held against her will in a vehicle and assaulted. At the time of that incident, two females were charged with forcible confinement and assault. The women charged were 28 year old Charmaine Sharphead and 24 year old Tessa Urlacher. Janvier was wanted on charges of assault, forcible confinement, and uttering threats.

In addition to the charges stemming from the July 15th incident, Janvier was charged with five more charges, at the time of his arrest on August 10th. RCMP arrested Janvier on the Elizabeth Metis Settlement without incident; however he was allegedly in possession of prohibited items. Janvier has been additionally charged with possession of a weapon for a dangerous purpose x2, unauthorized possession of a firearm in a motor vehicle, possession of prohibited weapon and possessoon of a firearm while prohibited.  Janvier was remanded into custody until court on August 24th, 2016.

As for the common connection – the 24 year old female charged and found in the vehicle with Cody Raymond White, was Tessa Urlacher: one of the females charged in the July 15th incident. Urlacher has additionally been charged with possession of stolen property and failing to comply with a recognizance x2.
