BONNYVILLE –What does Bonnyville want to look like years from now — and what should residents expect from the municipality along the way?

Town Council has formally adopted a new Strategic Framework that attempts to answer those questions, setting out a long-term vision for Bonnyville built around trusted government, a strong economy, reliable infrastructure and a safe, sustainable community.

Council approved the framework during its September 21 meeting, making it the Town’s new foundational governance document and replacing the existing strategic plan as the guiding document for future organizational planning.

Strategic Priorities Director Kaitlyn Kenney told council the framework was developed collaboratively between Council and administration to create a long-term foundation for municipal decision-making, services and community development.

“As the Town’s highest-level planning document, the strategic framework connects community aspirations with municipal actions and provides a consistent reference point for Council, administration, community members and future leaders,” Kenney said during the presentation.

At the centre of it all is a phrase Bonnyville residents will already recognize: North of Expected.

But within the new framework, the Town has defined what it wants that to mean.

Bonnyville’s vision is to be a community that exceeds expectations — embracing its northern identity while striving for more in economic opportunity, quality of life, services, community development and municipal leadership.

The framework identifies resilient and neighbourly as Bonnyville’s core values, supported by two guiding principles: adaptive and entrepreneurial.

In plain language, the Town wants Bonnyville to weather challenges, remain a welcoming community, adapt when circumstances change, and be willing to find new ways of doing things.

What should that actually look like?

The framework establishes six long-term outcomes the Town will use to define success:

• Trusted and Effective Local Government
• A Safe and Viable Community
• Sustainable Environmental Stewardship
• Strong Regional Relationships and Shared Success
• A Diverse and Prosperous Local Economy
• Reliable Services and Quality Infrastructure

Those goals are broad by design. The framework isn’t a list of specific roads that will be repaired next year or businesses the Town hopes to attract.

Instead, it creates the lens through which those more specific decisions are supposed to be made.

That means future strategic plans, municipal projects, services and priorities are expected to align with the framework. It is also intended to influence planning and budgeting and establish ways for the Town to measure whether it is actually making progress toward its stated outcomes.

That last part may ultimately matter most to residents.

A vision like “North of Expected” can sound good on paper. The framework is intended to connect that vision to measurable results, giving both Council and the community something concrete to measure future progress against.

Kenney described it as creating “a shared direction for the municipality” while supporting Bonnyville’s continued success as North of Expected.

The framework isn’t expected to remain static either. It was designed to provide long-term continuity while still allowing future councils to establish priorities as Bonnyville’s needs change.

With Council’s approval, the framework took effect on September 21.

Adopting it carries no direct financial cost. Administration will now begin implementing the framework internally, including staff training and reviewing existing municipal plans, processes and documents to bring them into alignment.

The Town will also complete the final graphic design and formatting before publishing the finished version.

The end goal is bigger than a new document on the Town’s website: it’s to establish what Bonnyville wants to be, how municipal decisions should help get it there and, eventually, how the community can tell whether it’s succeeding.
