A new chapter has begun at 4 Wing Cold Lake as Colonel Tim Woods officially assumed command during a Change of Command Ceremony held Wednesday, July 22.

The ceremony marked the transfer of leadership from Brigadier-General Mark “Buck” Hickey, who has led 4 Wing through a period of growth and modernization, including preparations for the arrival of Canada’s future F-35 fighter fleet.

A Change of Command is one of the Canadian Armed Forces’ longest-standing traditions, formally transferring authority and responsibility from one commander to the next while recognizing the service of the outgoing commander and ensuring continuity of leadership.

Looking toward the future

The leadership transition comes at a pivotal time for 4 Wing Cold Lake, which continues to play a central role in Canada’s air defence strategy.

The base is preparing for the introduction of the F-35 fighter aircraft while supporting investments in military infrastructure, workforce development, innovation and strategic partnerships throughout the region.

Bonnyville-Cold Lake-St. Paul MLA and Alberta’s Military Liaison Scott Cyr attended the ceremony and said 4 Wing’s continued evolution presents opportunities beyond the military itself.

“The transition to the F-35 and the investments in defence infrastructure, innovation, workforce development and strategic partnerships are helping ensure 4 Wing remains at the forefront of Canada’s air power while creating new opportunities for communities, businesses and educational institutions across northeastern Alberta,” Cyr said.

Thanking outgoing leadership

Cyr also recognized Hickey’s leadership during his time as commander, noting that he helped strengthen 4 Wing’s reputation while preparing the base for one of the most significant transitions in its history.

He congratulated Colonel Woods on assuming command, expressing confidence in his leadership as 4 Wing continues its mission of protecting Canada’s sovereignty and supporting international operations.

Cyr said he looks forward to working with Colonel Woods, Vice Wing Commander Colonel Laura Gagné and the leadership team to continue strengthening partnerships between the Canadian Armed Forces, local communities, Indigenous partners, industry and government.

He also thanked the members of 4 Wing for their continued service to Canada.
