Housing remained a major focus for Elk Point council during its May 11 meeting, as councillors reviewed a new regional housing strategy and advanced funding for the MD Foundation senior housing project.

Representatives from ISL Engineering presented the finalized St. Paul Regional Housing Strategy, which outlines housing trends, future needs, and development recommendations affecting Elk Point and surrounding communities.

The strategy identified several areas where Elk Point could consider future changes, including:

  • Land use bylaw updates
  • Increased housing flexibility
  • Support for infill development
  • Secondary suites and rental options
  • Smaller-scale and transitional housing opportunities

Tiny homes and housing diversity discussed

Council spent considerable time discussing housing diversity, including the possibility of tiny homes, ready-to-move housing and more affordable options for seniors and single residents.

The report noted that many communities in the region are experiencing shifting housing needs, particularly as populations age and household sizes shrink.

Council also reviewed local housing market information during the discussion, hearing that approximately 13 homes are currently listed in Elk Point, with sale prices generally ranging from $225,000 to $320,000.

Future public consultation may take place if zoning or planning changes are considered moving forward.

Senior housing project continues advancing

At the same meeting, the council also addressed financial matters related to the MD Foundation housing project, which aims to increase senior housing availability in the region.

Administration explained that the Town was unable to secure a traditional debenture for the project because it does not own the property connected to the development.

As a result, the council discussed temporarily using reserve funds to allow the project to proceed while repayment mechanisms are finalized.

The County of St. Paul has already forwarded its portion of the funding.

Council noted the importance of keeping the project moving due to construction timelines and seasonal considerations.

The MD Foundation project is expected to play a significant role in addressing senior housing needs identified throughout the broader regional housing strategy discussion.
