Cold Lake City Council has approved the release of more than million in previously restricted capital funds, making funds tied to completed, cancelled, or grant-supported projects across multiple departments available.

Each year, the City sets aside capital dollars for approved projects, but those funds often remain inaccessible until grant approvals or debenture processes are complete. Kristy Isert, the City’s General Manager of Corporate Services, explained that when projects come in under budget, are cancelled, or receive unanticipated grant funding, leftover dollars remain restricted until council authorizes their release.

The more than $3 million now being released is drawn from approximately 58 individually tracked capital projects. To provide clarity, Isert told the council that the administration grouped the funds into categories to show the total amount initially restricted, the amount proposed for release, and what will remain restricted moving forward.

However, she cautioned that not all of the newly released funding will be accessible immediately. Some of the capital dollars are still tied up in investment instruments and will only become available as those investments mature.

Even with this release, significant capital reserves remain untouched. City administration noted that roughly $61 million will continue to be held as restricted funds for ongoing or approved capital projects — including infrastructure upgrades, facility improvements, and utility work — as well as for operating contingencies for corporate services, labour, IT, and snow removal.

According to the meeting agenda, Cold Lake held $44.6 million in restricted funds as of December 31, 2024. By September 2025, that figure had grown to $64.24 million as newly approved projects and additional capital commitments were added.

The release of funds will now allow the City greater flexibility as it prepares for upcoming planning cycles and future capital priorities.
