COUNCIL HIGHLIGHTS April 26, 2017

#1 M.D. Receives Clean 2016 Audit Report – Municipal District of Bonnyville Council approved the 2016 Consolidated Financial Statements. Auditors Hawkings Epp Dumont LLP, gave the M.D. a “clean report” for the year ending 2016, stating the municipality has good, solid, financial assets to provide future government services for its residents. The 2016 Financial Statement will be available on the website May 2 or a copy can be picked up at the Administration main office.

 

#2 Bonnyville Household Toxic Round-Up June 24 – The Bonnyville Household Toxic Round-Up is being held June 24 at the Fire Hall from 10 a.m. to 2 p.m. The M.D. will be supplying cardboard recycling bins and waste bins. The committee will be requesting funding for the event.

 

#3 Storm Damages Campgrounds – The Easter weekend storm brought down a power line in the Cold Lake M.D. campground. Crews worked for three days getting the power reconnected, as well as clearing the road into the campground. Over 150 trees came down, but only the ones blocking the roads or hung up were dealt with immediately. Staff have not been able to get out to the campgrounds at Wolf Lake or Pelican Point on Moose Lake to assess damages. The other campgrounds were not hit as bad as Cold Lake and can be cleaned up with a couple of days work. The storm left Kinosoo Ridge relatively untouched.

 

#4 Transportation and Utilities Update – Roads are extremely soft from the latest snowfall and are going to take some time to shape up. There are three steam crews out, along with washout repair crews, fixing various problems. The crews will coordinate with homeowners to help move water and maintain access for property owners. Some spot gravelling and patching has already started for some of the more urgent issues. The Construction Crew is back for the season, and has started with safety training and equipment maintenance and will be coordinating to start on its first projects of the year as soon as conditions allow. The Tech Committee for the new waterline from Cold Lake to Bonnyville has been meeting to review the proposed design. The Oiling Crew season start is delayed until weather conditions allow for work to begin.

 

#5 Public Safety News – Officers spent the majority of their time over the last few weeks moving and setting up the department in its new building next to the Public Works yard. A grand opening is scheduled for July 7. School Resource Officers (SRO) presented the Right Choices Program in Art Smith Aviation Academy. CSI was delivered in Glendon and Dr. Brosseau Schools. SROs hosted a meeting with students at Cold Lake High School. They participated in a hockey game with parents, students and teachers from Notre Dame Elementary at the C2. Officers patrolled the Goodridge area in response to complaints of overweight gravel trucks causing damage to Township Road 624 and Range Road 495. Various haulers were stopped and checked, however none were overweight for the road bans. Officers took action on a number of dog complaints including running at large and chasing cattle, with charges being laid in most of the situations.

 

#6 Planning and Development Update – Final Reading was given to Bylaw 1659 to amend the Fees Schedule for Services, Licenses, Permits or Approvals to be consistent with the Land Use Bylaw.

 

#7 Agriculture & Waste Services News – Crews are busy dealing with flooding issues across the M.D. Due to the increased runoff, new incidents are being reported daily. If residents are experiencing beaver problems, please call 780-826-3951 to report the concern. The Agriculture Department is encouraging farmers to use Strychnine in the months of April and May to get the best results in controlling ground squirrels. The M.D. is selling 2% Strychnine for $7.70 per 250ml bottle that treats one gallon of grain. The M.D. is recognizing the National Day of Mourning, which is held annually in Canada on April 28 to remember those who have lost their lives, or suffered an injury or illness on the job or due to a work-related tragedy. The National Day of Mourning is not only a day to remember and honour those lives lost or injured, but also a day to renew the commitment to improved health and safety in the workplace and prevent further injuries, illnesses and deaths.

 

#8 Funding Support – Council agreed to contribute $5,000 each to the City of Cold Lake and the Town of Bonnyville for Canada Day Festivities and $1,000 to the Village of Glendon.

 

#9 Briefly – M.D. Council denied a $22,521.82 tax penalty refund request from Scotiabank Central Mortgage Unit as the municipality fulfilled all the legislated requirements in mailing the Property Tax and Assessment Notices.
