COLD LAKE —More than two decades of service to the City of Cold Lake has earned Chief Administrative Officer Kevin Nagoya provincial recognition.

Nagoya received the Dedicated Chief Administrative Officer Award during the Alberta Municipalities Annual Convention and Trade Show in Edmonton, recognizing his long-term service and contributions to municipal administration.

Nagoya has spent more than 20 years with the City of Cold Lake, including more than 17 years as its CAO. Before taking the helm of the City’s administration, he served as Cold Lake’s Director of Infrastructure Services.

The award was presented during a ceremony on September 22 at the Fairmont Hotel Macdonald before Alberta Municipalities formally announced its 2026 award recipients to its membership on September 25.

The Dedicated CAO Award is nominated through the Society of Local Government Managers and recognizes long-term excellence and dedication to municipal government and chief administrative management.

For Cold Lake, Nagoya’s tenure has coincided with a significant period of change and growth.

During his time as CAO, the City has secured tens of millions of dollars in new revenue through sustainability agreements, undertaken major infrastructure and facility projects and worked to position the community for continued population and economic growth.

Nagoya has also been at the administrative helm as Cold Lake has navigated its unique position as a regional service centre and military community while planning for future development and increasing demands on municipal services.

Alberta Municipalities President Dylan Bressey said the annual awards recognize municipal professionals whose work has impacted communities across the province.

“It is a privilege to recognize these outstanding individuals at our upcoming Convention,” Bressey said. “Their commitment, leadership, and service strengthen communities across Alberta, and we are sincerely grateful for the positive impact they make every day.”

Ryan Maier, Chair of the Society of Local Government Managers, also congratulated this year’s recipients.

While several municipal leaders from across Alberta were recognized this year, Nagoya received the 2026 Dedicated CAO Award.

For Cold Lake, the recognition puts a provincial spotlight on an administrator who has spent most of his municipal career helping guide the city through more than two decades of development, investment, and change.
