Cold Lake is considering changes to its utility bylaw that would require all properties with dwellings to maintain an active utility account year-round.

The proposal comes after a review of city utility accounts identified gaps where properties were receiving services without being billed.

“What we’re looking at changing… is that if you’re a property owner and you’re not moving, you don’t get to disconnect your account,” administration said.

Closing billing gaps

Administration found:

  • Some properties had no active account despite water usage
  • Others had gone years without billing
  • Some residents disconnect accounts seasonally

The proposed change would ensure:

  • Minimum service fees are still paid
  • Infrastructure costs are shared fairly
  • Billing is consistent across the city

Council supported bringing forward amendments to a future meeting.
