- Speed Limit Updates Coming – Council approved several speed limit increases and reductions across the M.D. with 11 roads built to highway specifications seeing an increase from 80 km/h to 90 km/h, and two other roads seeing an increase in their current
limits. Three roads will also see a decrease in speed limits due to traffic, road topography, and roadside vegetation. The changes will require an update to the current M.D. bylaw. Once the limits have been changed, more information will be posted on the M.D. website
and social media platforms.
- Infrastructure Services Update – Council accepted the Bulk Septage Hauling Study from AECOM and directed Administration to bring back information and improvement options to the 2022 Budget Deliberations. The study focuses on the upgrade and improvement of the Ardmore Lagoon System to better handle bulk septage being hauled to the facility.
- Council agreed to purchase three Western Star heavy trucks and one New West Freightliner truck for a total cost of $978,195 (plus GST).
- Planning and Development Update – Council gave Second and Third Reading to Bylaw 1773 which authorizes the M.D. to enter into a Road Allowance Licensing agreement for the temporary use or occupation of a road allowance located on the boundary of SW-4-65-7-W4M and NW-4-65-7-W4M. Second and Third reading was also given to Bylaw 1774 for a Road Allowance Licensing agreement at NW-31-64-7-W4M.
- Council gave First Reading to Bylaw 1776 for a Road Allowance Licensing agreement on the northeast boundary of NE-12-63-4-W4M and the south boundary of SW-18-63-3-W4M. First Reading was also given to Bylaw 1777 for a Road Allowance Licensing agreement for the east boundaries of NE-8-63-W4M and SE-8-63-3-W4M. Council approved the Subdivision Policy (3A.014), which establishes guidelines for processing subdivision applications in a consistent and timely manner.
- Briefly – Council approved the amended Control of Clubroot Disease in Canola Policy (5A.014). The amendment includes reducing crop rotation on affected land from three years to two years. This will put the M.D.’s policy in line with industry standards and the policies of neighbouring municipalities.
- Council agreed to pay an extra $48,000 to the Centennial Centre (C2) for the completion of the second phase of renovations for the Agriplex. The C2 board decided to bring the roof renovation, originally planned for 2022, forward as it made sense to have it done in
conjunction with the ongoing renovation project. The money will come from the C2 Capital Reserves fund. Council accepted the quarterly report from Corporate Services and agreed to move $1.9 million from the Sale of Equipment Fund to the Equipment Replacement Reserve for future equipment purchases.
- Council approved Policy 2A.031 – Insurance Requirements for Leased Property. The policy provides clear requirements for minimum insurance coverage for any person or business that enters into a lease agreement with the M.D. for buildings, municipal road allowances, and grazing areas. This will allow the M.D. to proactively mitigate potential liability issues.
- Council agreed to initiate Year One of the previously approved 2018 M.D. Asset Management Implementation Strategy, thus creating a municipal asset management program for the M.D. The initiation comes with a cost of $25,000 in 2021 for staffing and consultant costs to be funded from the 2021 Operating Budget. The program will help map out all M.D. infrastructure, giving Council a clear picture of replacement timelines and the actual costs associated with maintenance and operations. This will in turn help Council in their budget deliberations for both current and future years. Council directed Administration to research and bring back a bylaw to update and consolidate the current nuisance and noise bylaws.
